Charles J. Willey, M.D.

Charles J. Willey, M.D., has more than 29 years of experience as a clinician and as a health care business leader in medical group practice, hospitals, health insurance and healthcare software development. Since 1984 he has actively practiced as a general internist, currently as the Chief Executive Officer of Innovare Health Advocates. Innovare has four offices in the St. Louis area, two in rural counties, and provides care to over 9,000 patients, including 1,600 Medicare Advantage members. Innovare has four physicians and six Nurse Practitioners and utilizes innovative programs for patient care and satisfaction, including an annual patient satisfaction survey, quality and performance incentive program for clinicians and staff, a Diabetes Population Management program and a Nurse Practitioner Training Fellowship.

Dr. Willey also serves as the CEO of Sennectus II, an Independent Physician Association of 32 physicians serving 4,000 Global Risk Medicare Advantage patients, and as the Chief Administrator for Internal Reinsurance Collaborative, a high risk pool of 6,000 Global Risk Medicare Advantage patients. Dr. Willey designed and launched Sennectus II.

Prior to his current positions, he served as founding CEO of Essence Healthcare, a physician-owned Medicare Advantage Health plan which he grew to 24,000 members in five states and over $240 million in annual revenue. He also founded Esse Health, where he introduced the first Electronic Medical Records system in St. Louis city as well as physician quality management and medical management for risk programs. During his tenure at Esse annual revenues grew from $1 million to $80 million.

Dr. Willey received a B.A. in Biology from the University of Missouri, Columbia, and his M.D. from the University of Missouri School of Medicine. He is Board Certified in Internal Medicine and received the HIMS Best-e-Prescriber Award in 2004 for his pioneering electronic prescription writer invented while he served as CEO of Wellinx, an innovative technology company in healthcare business management systems.
